with REQUEST FOR ZONING CHANGE

- On April 5, 2024, Frontier Development submitted a Concept Plan Application to the City of St. Charles under the applicant’s name “FD Fund II LLC” for review their plan for The Grove;
a six building, 21-unit townhome development on the 2.5-acre parcel located at 5N024 Route 31.
- The property for the proposed development is privately owned and is within city limits (not township) and is currently zoned RS1 (Low Density Suburban Single-Family Residential). A zoning
change to RM2 (Medium Density Multiple Family Residential) is proposed.
- The Grove development would back up to homes in the Redgate and Fieldcrest communities and would be within forty feet of the back yards of several existing homeowners. A gravel walking path
along the southwest side of the proposed development is also in the plan and would be in even closer proximity to Red Gate property lines.
- According to the concept plan, The Grove Townhomes would be three stories (35’) with two- and three-bedroom units (1st Floor: Above Grade Garage, 2nd Floor: Main Living
Area, 3rd Floor Bedroom(s).

- On May 7, 2024, Frontier Development presented their concept plan for The Grove during the Plan Commission meeting. Approximately fifty residents attended and voiced their concerns
which included:
- Height/elevation of proposed townhomes
- Number of townhomes
- Existing drainage/flooding issues and concerns for current residents
- Traffic and pedestrian safety on Route 31 when entering and leaving the property
- Access to the development’s one-way circular drive for school bus, emergency vehicles, USPS, Amazon, UPS, refuse, snow removal and visitors
- Light and noise pollution
- Inadequate space for recreation and play areas
- High percentage of the development planned as building structures and driveways
- Maximum of ninety-six parking spots/vehicles
- Lack of sidewalks for residents in development
- Absence of basements for emergency weather situations

You may be familiar with the proposal for a large-scale development on the riverfront near the old St. Charles Police station just south of Pottawatomie Park which included a 164-room hotel, 107
luxury rental units, parking garage, four restaurants and a public plaza. There was also a proposal for an event venue to accommodate up to 240 guests at the Wheeler House which is the white house
located on the west side of Route 31 near the entrance to Wild Rose Springs. These are/were both Frontier Development projects. The residents in the respective communities in these areas rallied
together to voice concerns. The Wheeler House project did not move forward, and the riverfront development is under further review because of the efforts and involvement of the residents in the
community.
